Launching of PROSEA11 'Auxiliary plants'

On Friday, 20 June 1997 the PROSEA volume 11 on auxiliary plants was officially launched in Wageningen at the main building of the Wageningen Agricultural University (WAU). The book was handed over to Prof. L.J.G. van der Maesen (one of the editors), Prof. Wessel (co-author of the introduc-tory chapter) and to Ir. Leo Oyen (coordinator) by the rector-magnificus of WAU, Prof. C. M. Karssen. The ceremony was attended by 30@40 inter-ested persons. After a word of welcome by Dr. Paul Jansen and looking at the video-film called Trees of plenty', Prof. Karssen explained briefly the signifi-cance of auxiliary plants. He stressed the importance of those service plants by comparing them with famous servants like Sancho Pancha for Don Quichote and Dr. Watson for Sherlock Holmes. The ceremony was finished with a drink, kindly offered by Backhuys Publishers.

A week later, on Friday, 27 June 1997, the volume was also launched at the Cafe Botanicus in the Bogor Botanical Garden in between the distribution of certificates to the participants of the workshop on 'Indigenous Strategies for Intensification of Shifting Cultivation in South-East Asia'. The workshop was held in Bogor by the ICRAF South-East
Asia in cooperation with FORDA, IDRC and CIIFAD. PROSEA volume 11 was handed over to Dr. Dennis Garrity (representing ICRAF South-East Asia), Ir. H. Abdul Azis (representing FORDA), Dr. Jeremy Ironside (representing IDRC), and to Mr. James Hafner (representing CIIFAD) by the PROSEA elders. The ceremony was attended by a total of about 100 persons from various coun-tries, i.e. the participants and members of the organizing committee of the workshop, the PROSEA staff and guests. On that occasion Dr. Junus Kartasubrata highlighted the PROSEA Handbook volumes published so far, the contents of PROSEA 11 and the relevance of the volume to the plant species discussed during the workshop.

Progress on PROSEA Books

PROSEA 5(3): Timber trees: Lesser-known timbers

Work is progressing well and comes into its final phase. All 309 manuscripts are now available and only a minor number still need incorporation of comments from general and associate editors and English correction. The aim is to illustrate 80 of the manuscripts with wood-anatomical photographs - 224 are already available. About one-third of the manuscripts will be accompanied by a line-drawing - all are available already. All the wood anatomy descriptions and codes are available thanks to the Wood Anatomy Workshop at FRIM, Kepong in November 1996 (215 genera) and the work thereafter by instructors and participants. All data for the table on wood-properties have been compiled. In WAU (Wageningen Agricultural University), on 28@29 April 1997 the 11th editors meeting was held. The ITTO Steering Committee met on 25 March and on 3 September 1997 in Jakarta. At that time progress was evaluated. The Committee praised the progress on this large and complicated volume. It is expected that the manuscript can go to the printer end of 1997. This volume will be the most voluminous one of the trio; we expect about 900 pages.

PROSEA 11: Auxiliary plants

The book was published in June 1997. It contains an introductory chapter (28 pp.), an alphabetical treatment of 78 crops important in agriculture or forestry as shade or nurse tree, cover crop, green manure, mulch, fallow crop, fence, wind-break, shelterbelt, live support, erosion controlling plant, or as fuelwood or water-clearing agent (215 pp.), an alpha-betical treatment of 107 genera and species of minor auxiliary plants (44 pp.), a list of 150 auxiliary plants with other primary use (14 pp.), a literature list (9 pp.) and a glossary (16 pp.). In total 83 authors have contributed.


PROSEA 11 'Auxiliary plants'

PROSEA 12(1): Medicinal and poisonous plants

The work as coordinator has been taken over as of 1 May 1997 by Dr. J.L.C.H. van Valkenburg from Dr. R.H.M.J. Lemmens who left the PROSEA staff to join the permanent staff of the Plant Taxonomy Department of WAU. Work is progressing well. Some of the genera were translocated to other PROSEA commodity groups. For volume 12(1) now 89 genera remain to be completed. About 65 manuscripts have been received, 50 of which went through a first editorial round. For about 25 papers the pharmacological data have been checked and updated by Dr. Stefan Horsten. About 40 drawings have been prepared already. From 16-20 June 1997 an editorial meeting was held in Wageningen. Discussions covered, among other things: possible solutions for the missing manuscripts and the writing and lay-out of the introductory chapter. Various paragraphs of the introduc-tory chapter were allocated to the (associate) editors according to their expertise.

PROSEA 13: Spices

Of the 50 major species 37 manuscripts have been received and 7 went through a first editorial round. First drafts for about half the number of minor species have been prepared. Editorial work has been done for a few manuscripts.

PROSEA 14: Vegetable oils and fats

Coordination: Publication Office

Preparatory work for this volume slowly continued. A tentative list of 22 major species (genera) and 23 minor ones has been prepared. Editors and authors still have to be identified and contacted.

PROSEA 15: Cryptogams

Work on the volume progresses slowly. For the algae, Dr. Prud'homme is working on the introductory chapter. For the fungi section, out of the planned 68 papers, first drafts of 34 have been submitted and about 10 have been edited already. For the fern section 24 manu-scripts of the 48 have been submitted. From July 1997, Mrs. Soetjipto, assisted by Dr. Dedy Darnaedi, both from Bogor, will coordinate work for the fern section.

PROSEA 16: Stimulants

Preparatory work for this volume started in February 1997 with the appointment of Dr. Soetarjo as coordinator for this volume. In June 1997 Dr. Soetarjo stayed for about 1 month at the Publication Office in Wageningen and a brief first meeting with the editors took place. Proposed are 25 major species (genera) and about 35 minor ones. Invitations were sent to authors at the end of August 1997. PROSEA 19: Essential-oil plants Editor and coordinator: L.P.A. Oyen A second editor still has to be found. About 24 major and 25 minor species will be treated. Early in 1997 authors were invited and about 20 manuscripts were submitted, of which 13 have been edited. For about 10 minor species first drafts have been prepared.

Farewell to Dr. Roel Lemmens

After working more than 8 years (since January 1989) with the PROSEA staff of the Publication Office, Dr Roel Lemmens took the opportunity to accept a permanent staff position at the Department of Plant taxonomy ofWageningen Agricultural University as per 1 May 1997.

In those 8 years Dr Lemmens was one of the pillars of PROSEA. Besides his contributions to the 'Basic list of species and commodity groupings', 'Medicinal and poisonous plants' Vol. 1 and other activities, as editor of the volumes 'Dye and tannin-producing plants' and Timber trees' 1 & 2, Roel was involved in work of about 50 of the species published by PROSEA up to now (1461 out of 2983). He was in close contact with about 30 of all authors (162 out of 546), and 40 of all printed pages (1461 out of 3878) passed under his sharp editorial eyes or flowed out of his critical pen....

He was a good organizer. The 3 above mentioned volumes were finished within the planned time without great problems. Neither the dyes and tannins, nor the timbers, nor the medicinal plants were familiar to him at the outset. In a remarkably short time he went deeply into those subjects and soon became an appreciated specialist. Appreciated, certainly, also beyond PROSEA. Dr. Schmid, a faithful reviewer of the PROSEA books in Taxon, is wildly enthusiastic about the PROSEA books generally but according to him the Timber volumes are the best PROSEA has achieved up to now...

For PROSEA Roel was a golden force. For him nothing was too much and he undertook everything to the best of his powers. PROSEA's interest was his own interest. Are better staff members imaginable?
At the time of the Executive Board Meeting in May 1997, Prof. Aprilani Soegiarto, on behalf of the PROSEA Foundation, thanked Roel for all his work and dedication and presented to him the PROSEA plaque in recognition of his services. During an informal farewell meeting in a local Wageningen pub, the Publication Office staff said goodbye to Roel. It was expressed that we hated to say goodbye to a colleague and a friend, and that we would miss him badly. We wished him good luck with his new job and were happy to learn that Roel will remain one of the editors of the first medicinal plants volume. Besides a piece of art tournament his house or room, made of a beautiful SE Asian wood, the staff also offered him 6 "to whom it may concern" PROSEA certificates, some listing one of his unsur-passed qualifications, e.g. as Basic Lister, Dyer and Tanner, Timber Beetle, Herbalist, and Certificates of Fair Behaviour and Service. Armed with those Certificates the staff of the Publication Office is convinced that Roel will find his way in this wicked world...
He was compared with Hendrik van Veldeke, the first known Dutch poet living in the 12th Century in Maastricht, which is also Roel's place of birth:
"In een dal schoon en licht [In a valley beautiful and light]
Vlak en liefelijk om ga te slaan [Flat and charming to behold]
Waar twee wateren samen gaan [Where two waters come together]
Een groot en een klein [A large and a small one]
Helder, schoon en rein
[Clear, pure and clean]:
Dat zijn de Jeker en de Maas
[That are the Jeker and the Meuse]".
In Roel many more lovely waters come together. We thank him again for all he did for PROSEA and wish him a bright future...

PROSEA 9: Plants yielding non-seed carbohydrates
'...The present volume maintains the high standard of presentation and clear although small line drawings of plants...The individual entries for the major species are very comprehensive though a quick look at the standard headings shows that the depth of detail varies...this is not a book, for example, to gain major information on pests and diseases...what you read is an inevitable subjective distillation of published in formation... This aspect does not detract from the achieved principal aim of the book to present accessible information on key economic plants to a wide audience... The: Introduction falls short of providing a coherent, pithy and punchy starter...it is rather a curator's egg. I sense a missed opportunity to expand the discussion of the plants themselves into wider developmental, sociological and historical arenas...! found the use of italics to indicate scientific names throughout the book somewhat inconsistent...! thought the frequent citing of authors' names to be redundant...These are minor caveats, though, in an otherwise highly attractive book which belongs on the shelves of any self-respecting botanical library and would not be out of place in the personal collection of many economic botanists - even if South-East Asia was but a distant dream....'

PROSEA 10: Cereals

Fourth International Flora Malesiana Symposium

The symposium will be held at Kuala Lumpur, Malaysia, from 19@25 July 1998. It will be hosted by the Forest Research Institute Malaysia (FRIM), in association with the Forest Departments of Peninsular Malaysia, Sabah and Sarawak, the University of Malaya, Universiti Kebangsaan Malaysia, and Universiti Pertanian Malaysia.

Fourth Steering Committee Meeting of the PROSEA-ITTO Project PD 2/95 Rev. 1 (F,1)

The meeting was held on 3 September 1997 at the Ministry of Forestry in Jakarta in two different sessions, i.e.

  1. Meeting for launching of two PROSEA books from 09.00 to 10.00 a.m., attended by members of the ITTO Steering Committee and invited officials from forestry related national and international agencies, total 40 attendants.
  2. Meeting attended by the Steering Committee members proper from 10.00 to 13.00 a.m.

Launching of PROSEA books

PROSEA forestry related books were launched for introduction to the public:

  1. Pedoman Identifikasi Jem's Kayu di Lapang-an (Manual of Wood Identification In the Field)
  2. PROSEA 11 'Auxiliary plants' (introduced at ICRAF workshop in June 1997)

The Manual is derived from PROSEA 5(1) Timber trees: Major commercial timbers' and PROSEA 5(2) Timber trees: Minor commercial timbers', and contains instructions for training on identification of commercial wood species in Indonesia. The authors of the book are Mr. Yance I. Mandang from the Centre for Forest Products Research and Development, Bogor, and Mr. I. Ketut Nuridja Pandit from the Faculty of Forestry, Bogor Agricultural University.

Dr. Toga Silitonga, Director General of the Forestry Research and Development Agency of the Ministry of Forestry, concurrently Chairman of the ITTO Steering Committee, made the remark that the publication of PROSEA books with such encouraging statements mostly from foreign reviewers, should stimulate the Indonesian public to cultivate the habit of reading high quality encyclopedic works like the PROSEA publications.

The agenda for this session of the meeting was :

  1. Review of Project Progress Report No. 3
  2. Evaluation of the eighteen month manuscript of PROSEA 5(3) 'Timber trees: Lesser-known timbers'.
  3. Endorsement of fourth installment of ITTO support.

Highlights of the meeting:

  1. It was disclosed that in the ITTC meeting in May 1997 in Bolivia two questions were raised with regard to the PROSEA progress report:
    • How large is the revolving fund ?
    • Progress on CD-ROM production.
  2. Explanation on revolving fund: The revolving fund is created from bank interests (as far as allowed by donors) and profits from the sales of the hardbound edition. The fund is used for printing and distribution of the low-price edition (LPE) on a non-profit basis. Printing of the hardbound and LPE is not charged to ITTO. The balance of the revolving fund is at present negative, due to printing and distribution expenses of the LPE of the Handbook. The value of the existing stock is larger than the deficit.
  3. On CD-ROM production: see page 4 of this Newsletter.
  4. On PROSEA's linkage to Internet. All PROSEA offices, except in PNG, are linked to Internet. Linkage of the PNG Country Office will take place in September 1997. The PROSEA Homepage on the World Wide Web of Internet: http://www.bib.wau.nl/pro-sea/home.html/ is frequently consulted.
  5. Dr. Rusdy E. Nasution presented his paper entitled A review of PROSEA 5(3) 'Timber trees: Lesser-known timbers', supported by a slide show. His remarks:
    • Nearly 80 of the total species from Papua New Guinea are without vernacular names.
    • Caryota no Becc. is considered endangered in Indonesia. He suggested to exclude the species from the genus Caryota presented in the book.
    • Many timber species which are used to a lesser degree at present will become commercially important in the future.
    He concluded that the genera sorted out are well accepted and the number is quite sufficient.
  6. Mr. Syafii Manan presented his paper entitled A brief review on PROSEA 5(3) 'Lesser-known timbers'. He evaluated in particular the silvicultural aspects of the genera treated. He concluded that the draft of the book is excellent, informative and useful, especially for foresters working in the field and forest.
  7. With regard to the question on the term "lesser-known timbers" instead of "lesser-used timbers" used by ITTO, the Secretary of the meeting noted a statement in the Project Progress Report of August 1997:
    'Contrary to the opinion of the 12th ITTC Meeting (Sarre, 1995), the editors consider the term lesser-known more appropriate because it indicates the need for more research. Moreover, the term lesser-used, suggests a lack of market acceptance and utilization, but as can be seen in the treatment of many of the timbers in this volume, they are being used and occasionally even traded commercially. Still to the larger public they have remained "lesser-known".

Conclusion and recommendations of the Steering Committee

  1. The Steering Committee was satisfied with the project performance as presented in the
    Project Progress Report No. 3, August 1997.
  2. The Committee appreciated the evaluation reviews on PROSEA Volume 5(3) 'Lesser-known timbers' by Dr. Rusdy E. Nasution on taxonomical aspects and Mr. Syafii Manan on forestry aspects. The remarks and recom-mendations made by the reviewers should be used by the editorial team to check and recheck the achievements in the preparation of the Handbook volume.
  3. The Committee endorsed the release of the fourth installment of the project fund upon submission of an official request by the Executing Agency, finalization of the Project Steering .Committee meeting minutes, and revision/addendum to the project report.
  4. The next Steering Committee meeting will be held during the first half of March 1998.

Ninth Country Officers Meeting

The meeting was held in Hanoi, Vietnam, from 9@11 September 1997 and was attended by representatives of the PROSEA Network Office, Publication Office and the six Country Offices.

Dr. Cao Van Sung, Director of the Institute of Ecology and Biological Resources, welcomed all participants and wished them a very fruitful meeting in Vietnam. He then declared the meeting opened.

Dr. J. Kartasubrata introduced all participants and guests, to the meeting. He drew attention to the past 8 good years and PROSEA excel-lent results, but also to the many challenges that lie ahead for PROSEA.

HIGHLIGHTS OF THE MEETING

Databank development

A discussion paper was prepared by Mr. Sarkat Danimihardja. Differences in numbers
of records between Country Office and the Network Office Databases still occur. Progress over the 6 months report period has been limited, but several batches of records were given to the Databank Officer during the meeting. The addition of abstracts to PREPHASE database has been taken up enthusiastically.

Databank utilization

Dr. Jan Siemonsma presented an overview of the PROSEA Databank, its components and possibilities for the development of derived products. Distribution of CATALOG information is restricted by copyrights. The database will therefore mainly be for internal use. For other databases wider distribution could be considered.

Dissemination and training

The programme may involve development of extension material, translation of the Handbook, training courses, workshops, etc. Activities can be organized in cooperation with other institutes. Each Country Office has completed the National Workshop under the EC-2 programme.

Distribution of the PROSEA Handbook

Reports on stocks and sales should be standardized. Damage of books during shipment and misprints should be avoided.

Financial reports

Legal evidence from CO's is required, i.e. original bills or legalized copies. Fresh signatures and chops of CO supervising financial officer are needed on legalized copies. Where relevant, explanation in English should be added. Funds from sponsors will only be made available if all financial reporting is in good order.

Dr. Jan Siemonsma emphasizes that the complete ITTO financial reports up to December 1991 should be available in the Network Office by the end of January 1998 to allow for auditing in February 1998. Any delay will cause delay in possible new allocations and subsequent releases of funds.

Workplan for the remaining 1997 and 1998

The Network Office will prepare standard planning forms of which a draft was distributed. Booklets and other derived materials to be prepared under the EC-3 programme can cover species from all 11 PROSEA volumes published. The new programme will run from 1 January 1998 to 31 December 2000 or 1 April 2001.

A tentative distribution of the funds of EC-3 is presented by Dr. Jan Siemonsma for a 3-year programme. It should cover the costs of the Second National PROSEA Workshops following the 1999 PROSEA International Work-shop.

DECISIONS MADE

PHOTFILE

The development of PHOTFILE was given a go-ahead. The Publication Office will place a list of species on the Internet for which photographs are being sought. The list will indicate that a maximum of 5 photographs per species will be published on future PROSEA-ETI CD-ROMS. It is intended to include postal-stamp size photographs in the list. The Network Office will take over the building-up of PHOTFILE after the initial stages. Country Officers are encouraged to submit their own or other photographs. An amount of US$ 1000 will be available per office to cover about 500 photographs or slides.

Handbook production and distribution

The Publication Office will ensure that editors and authors are informed about the Country Offices and the support they can provide.

As returning damaged books is considered not practical, they can be marked 'free damaged copy' and be given to libraries.

Dissemination and training

The 2 PROSEA CD-ROMS will be distributed free of charge to key institutes who have agreed to provide the necessary facilities to make the information accessible to the public.

Revolving funds for Country Offices

Country Officers were encouraged to develop their own revolving fund for translations and dissemination materials. In several Country Offices this will be difficult or impossible under the prevailing local regulations.

Financial reporting

The Network Office will prepare standard forms for financial reporting.

Next CO meeting

As air fares to Papua New Guinea are too high, it was decided to hold the 10th PROSEA Country Officers meeting in the Netherlands in early September 1998.

The Electronic Forestry Compendium (EFC) Inception Workshop

The workshop was convened by the three organizations: CABI, CIFOR and PROSEA, held on 3@4 April 1997, at CIFOR Head-quarters, Bogor, Indonesia. Dr. Michael Ibach (Director of Information Service, CIFOR) welcomed the 20 participants from 13 organizations (a.o. 4 from PROSEA: Junus Kartasubrata, Edu Boer, Sarkat Danimihardja, and N. Wulijarni-Soetjipto). Dr. Junus Kartasubrata (Head PROSEA Network Office) confirmed the full support of PROSEA. Prof. Jeffrey Sayer (Director General of CEFOR) expressed his deep satisfaction that many partners were represented. Dr. Ken Becker (CABI's Info-mation Institute) chaired the workshop.

The Electronic Forestry Compendium will provide an interactive species selection tool based on soil and site characteristics, climatic data and utilization requirements. A total of 650 important forestry and agro-forestry species will be taken up in the Compendium, however, important species presently exclusively harvested from natu-ral forest will not be included.

During the workshop the choice of species, data categories and the organization of expert involvement and data collection were extensively discussed. PROSEA will pro-vide all species treatments thus far pub-lished. Presently about 50 of the 650 species of the EFC have already been published. An additional 25 is expected to be published in the rest of the PROSEA Handbook. The PROSEA species treat-ments have been sent to individual experts who will complete the data sheets. The CD-ROM is scheduled to be published in June 1998.

A Training Programme at the PROSEA Publication Office, WAU, the Netherlands

From November 1996 to April 1997 a staff member of the Network Office, Mr. Irfan Afandi, attended a training programme at the Publication Office, Wageningen Agricultural University (WAU), the Netherlands. The program-me was supported by WAU through Forum Netherlands-Indonesia (FNI) which provides a fellowship for Indonesian students to study in the Nether-lands for a maximum of six months.

The main objective of the training was to gain knowledge and experiences through on-the-job training at the Publication Office. Three main sub-jects studied at the Publication Office were :

  1. Handbook production: literature search, species selection, adminis-trative organization.
  2. Databank development and utili-zation: use of databank software development of new text and image database, use of search profile, access and use of on-line accessible library catalogues.
  3. Data communication and electronic publishing: use of e-mail facilities, use of HTML for making and maintaining WWW presentations, searching of information on Internet, publishing on CD-ROM, commercial publishing in the Internet's WWW.

Mr. Irfan also participated in the programmes organized by the WAU, i.e. one-day course on literature search and use of on-line accessible library catalogue organized by PUDOC, one-day introduction to WAU activities, and a group English course which took place at the Language Center of the University.

The training programme was to meet part of the recommendations of the second PROSEA International Work-shop in 1994, i.e. gradual transfer of technology and knowledge from the Publication Office to the Network Office.
